Grand Plaza Hotel Phnom Penh

I was informed it was a 3 star hotel. Better to have it classified as no star hotel. Only 1 elevator working for a 7-storey hotel. the only working elevator is small and so ancient. Moves very slow and you hear cranks along the way. Buffet breakfast was a complete let down. Choices were limited to just congee, sliced bread with butter and jam, Towels thin and carpet thin and old,. Only saving grace was the housekeeping staff.
