Avoid this place ! ! The concierge Maria Padilla (Marie) and Nadine Carapet are extremely rude and very evil ! Pure defrauders ! They will fraud you a big amount of money through a common seen fraud scheme as you leave, especially targeting young foreign students who does not speak fluent french. Marie will write down exaggerated often untrue contents in your “état de sortie” which can not reflect the true condition of your room. Even your room is better cleaned than before you move in. She will still write down like ” one hair on ground or dry water traces on glass and plates or slight traces on wall… “ These claims may seem something through writings on papers, but in fact the room condition is well meticulously kept. She just compares the room condition to something perfect that never exist and blame it to these vulnerable foreign young students. So pay attention to your état de lieu de sortie ! Don’t sign your name under their ridiculous picky excuses. They just want scam your money ! Take videos of room as proof and call police. I kept the room in a very good condition(even better than I moved in) but Marie always try to invent some problems that she could write down.(for the 2 hairs on the ground of toilet, and the slightly water traces on the glass *which can’t be removed because they have been used for many years and not changed*……) My french is not good I followed what she told me to do: “sign the état de sortie” and she promised “there will be no problem, it’s how we do here in France, you will get your money back”. I believed her so I signed my name under the État de Sortie. But after a period of time I received a mail which let me pay nearly 900€ as cleaning and repair fee. I returned to this apartment to ask why. Marie said “your room is horrible it needs to be RE-CLEANED PAINTED !”😂in a very dramatic rude voice as always. They don’t even give real receipt of work they claimed must be done. Only handwriting “receipts” which can prove nothing. After many times of urges, 2 months later maybe, she finally sent out a real receipt with company name which “do” the work. With the help of local friends, we find some evidence through the “facture”. There is “Numéro de Siret” a lot of information could be found. The owner of this cleaning workshop is called Antoine Carapet. We suspect he is a family of Nadine Carapet —— Marie’s old colleague. They urged foreign students who don’t speak good French to sign the fabricated “état de lieux de sortie” and fraud them a big amount of money telling them “ your room need to be re-cleaned.” And of course the job will be given to themselves. And in fact the room will never be “re-cleaned”, and of course it does not need AT ALL ! They can share this money… And I know that someone was asked more than 1500€ for the same fabricated excuses. These cases are huge but no one talks about it publicly ! I got the chance to go back and visit my former room, which has already been taken by a girl, I went into the room with the permission, the room is the same as before I move out. In her “état de entrer” nothing written, perfect room condition. Obviously it’s a pure scam ! So basically it’s how they scam money through a “legal procedure”, and the revenu of that little workshop has reached a new high thanks to so many foreign students… We sent a registered letter to the head office in Paris but we don’t get any feedback ever since… And we shared this experience with local community from universities to local associations. Everyone said they are notoriously bad ! They are very ashamed of these two concierges. This fraud scheme is common and well seen, many these practices have been reported by media in other french towns, you can easily find complaints of them. Not even a news. I want to share this information with you and do not let it happen to others again. Maria Padilla and Nadine Carapet are evil，you feel it from their faces. They will experience same evil in their own destiny…

I was an exchange student studying in Saint Etienne for a semester. I was greeted and shown my well furnished room. There were some items necessary to purchase, however the room had just been freshly painted and cleaned upon my arrival! I had to leave France in a hurry due to COVID-19 which resulted in my luggage being left at the residence. The manager Olivia went above and beyond in helping me get my luggage sent back to Canada! Overall a great stay at Jules Ferry!

My room was disgustingly dirty. Crumbs and actual PILLS across the floor. Absolutely revolting. Internet was terrible quality as well, and the two women who work in the front office are the rudest people I met in the whole city.
