We stayed at the Elizabeth Hotel Cebu for three nights and, unfortunately, experienced a continuous stream of issues from the moment we arrived.
Within 25 minutes of checking in, we discovered that the room safe was broken. Shortly afterwards, there was a power outage (brownout), and the hotel's generators failed to operate properly. Later that same day, there was another power outage.
Our room was located on the third floor next to an outdoor smoking area. The patio door did little to prevent cigarette smoke from entering the room, making it uncomfortable from the start. At around 10:30 pm on our first night, approximately 10–15 people gathered in the smoking area, drinking alcohol and shouting loudly. Drinking is supposedly against hotel policy, yet the staff took no action. The noise was so excessive that it felt as though the group was inside our room. The lack of soundproofing and double glazing only made matters worse.
Additionally, the bathroom door handle was broken. After raising several concerns, we were eventually able to move rooms at around 11:30 pm, but only after paying an additional charge. In our children's room, the toilet flush was also not working.
Day 2 brought more problems. Both room key cards stopped working, and the shower water was only lukewarm at best, with no proper hot water available. When we returned to the hotel that evening, the key cards once again failed to work.
On Day 3, there was still no hot water. After leaving at 2:00 am for a day trip and returning at around 9:00 pm, we found ourselves locked out again. Neither of our room key cards worked, and the cards for our children's room had failed as well. It took two separate visits to reception before the issue was finally resolved. Once we gained access to the room, we discovered that the toilet flush was broken and there was still no hot water.
To make matters worse, the Wi-Fi throughout our stay was extremely poor. The connection was unreliable, slow, and often unusable, which made planning activities and staying connected unnecessarily frustrating.
The service was also inconsistent. The staff at reception were generally not very welcoming. During our stay, we rarely saw any of the front desk staff smile or show much warmth towards guests. In contrast, the room service team were excellent, always friendly, professional, helpful, and consistently smiling. They were one of the few bright spots during our stay.
Over the course of three days, we experienced broken room facilities, repeated power outages, failed key cards, no hot water, faulty toilets, excessive noise, cigarette smoke entering the room, poor Wi-Fi, and a lack of enforcement of hotel policies. While some members of staff were pleasant and helpful, the sheer number of issues encountered during such a short stay was unacceptable.
While the rooms were generally clean and the basic amenities were adequate, they fell well short of what we would expect from a four-star hotel. Combined with repeated maintenance problems, power outages, a lack of hot water, and faulty facilities, the overall experience felt much closer to that of a budget hotel than a four-star property.
Unfortunately, this was one of the most disappointing hotel stays we have experienced, and we would not recommend the Elizabeth Hotel Cebu to others. We would not return.

Subject: Formal Complaint – Unprofessional Conduct at Restaurant Lobby (11:30 PM)
I am writing to formally report an incident of unprofessional conduct we experienced at approximately 11:30 PM at the restaurant lobby of Hotel Elizabeth Cebu.
I am a registered hotel guest, which makes this experience even more concerning.
Upon arrival, there was no staff present at the bar or cashier area. I stood at the bar first, clearly waiting to place an order. Several minutes later, another guest arrived after me. When a staff member eventually appeared, he walked past me without any acknowledgment and immediately attended to the other guest.
When the cashier returned to her station, the same staff member again prioritized the other guest, despite my visible presence and earlier arrival. I then proceeded to sit at a table and waited for an extended period.
Additionally, we overheard side comments from the bartender, which appeared to be directed at us. This behavior was inappropriate, unprofessional, and inconsistent with acceptable hospitality standards.
As a paying hotel guest, I expect basic courtesy, proper queue management, and respectful communication. The incident reflects poor service control, lack of guest acknowledgment, and a serious lapse in staff professionalism.
I trust that management will investigate this matter, reinforce service protocols, and take corrective action to prevent a recurrence. Experiences like this undermine guest confidence and damage brand credibility.
