In short, the behavior expected in these kinds of circumstances. 2- It is July 12th and the Christmas decorations are still up. Perhaps they are waiting for Santa Claus to come fix the air conditioning or give them management lessons. In any case, what a shame to see a hotel so well-equipped, so well-located for a stay in Oxford with an incredible breakfast tarnished by managers who do not know how to take responsibility. A glitch is always possible, but it can be managed.

First night of 3 in a superior room, view is a wall and a skip, small room, already want to leave - never again
