I stayed at Pao Yi in Cambodia in November 2011 and it was the worst experience I've had in my 2 months of travelling South East Asia.
I booked this hotel on the WOTIF website as I often do (similar to AGODA) and the hotel told me immediately upon check in that they do not know what WOTIF is and I was to pay $30US again. This is not necesssary the hotel's fault, however I was called out of my hotel room 3 times "to pay for my room" and this situation was all the more difficult as the 3 people I dealt with (besides the hotel manager) spoke next to no English, and made me feel very unwelcome and that I was somehow trying to evade payment even after repeatedly presenting my reciept. They did speak politely and nicely though. Even the manager refused to call WOTIF to sort the drama out and told me to call them myself to sort it out. It was eventually sorted and the manager was nice about it.
This could be forgiven because innocent mistakes can occur...however eventually I was shown to my room which quite clearly had not been cleaned from the night before. The beds were not even made from the previous guests, smelt strongly of onions and rubbish was overflowing the bins. I politely asked the guy at the reservation desk to move me to a cleaned room and he did so and was nice about this. This "clean" room though, did have clean sheets and clean towels (although both were full of body hair) and the bed was made.. but once again the bins were full of rubbish, and the bathroom had 3 cakes of half used soap from previous guests full of body hair, and about 1/5 of a roll of toilet paper remaining. I was provided with a new toothbush but no new soap.
As you can imagine I was pretty annoyed at this point in time , and I felt "dirty" just lying in my bed (although to the hotel's credit the bed was incredibly comfortable).
To top off this disappointing experience, I initially booked this hotel in the first place because the website advertised that they provide or organise "airport transfers". I had a 6:30am international flight the next morning and when I asked about the airport transfers I was told "no we don't have, get a taxi in the morning". I asked if I could please book a taxi and he said no. I ended up getting a taxi in the morning which worked out fine in the end however, for such an early international flight it made me very anxious that I didnt have a pre-planned way of getting to the airport.
I hate to publish a negative comment about a place and I have never done so in the past. I explained some of these things to the manager (who was quite a lovely lady) and I was told that it was my fault for booking off a website. She stated that if I had called her directly (not possible for many international tourists like myself) that she would have given me "a clean room that is bigger" (at a higher cost of course).
For a 3 * hotel that I paid $30US for I was not expecting something flash but it was the worst place i've stayed in and the many guest houses I've stayed in for $3 even in Siem Riep were far superior in service and cleanliness.
If you do plan to stay here I would suggest you call the hotel in advance and ensure that the room in clean and I'm sure they could assist.
