I had the "pleasure" of a long term stay at this hotel through work.
Advantages
Good Location (pretty central)
Friendly if limited-ability staff
All rooms are suites, quite roomy and cleaned every day
Large bed.
Disadvantages
There is NO restaurant - not even snacks or breakfast
There IS a Café. But it is never open. Or staffed. Or equipped. You can view a menu though...
There is NO facilities (Gym, Pool, Lounge etc)
The Hotel manager decided that instead of a restaurant, or a gym, or a café, he would expend money on...a massage parlour, located in the basement. Very suspect if you ask me.
Most rooms have adjoining doors to the next suite...and have all the noise cancelling properties of a damp paper bag.
The rooms are dated, most have dirty walls and AC from the 1960s
Old fashioned showers mean that keeping a constant temperature is impossible
Hot water in the sink taps is impossible.
IKEA furniture evidently put together in a hurry
During my stay I experienced the following:
Industrial hammering and drilling at from 9pm to 1am despite repeated complaints (an ongoing issue)
Flooded bathroom x2
Non-operational curtains on the 1 window
AC unit dripping water directly onto a plug socket
Room junction/fuse box blowing up when the "handyman" tried to fix the shower...had to move rooms in the dark.
Unplugging the kettle only for the entire plug socket and wiring to fall out of the wall
Free Cockroaches!
...with Added Mosquito invasion!
Although the staff are friendly, they are extremely limited in what they CAN, WILL or ABLE to do, in order to help make your stay a little less painful.
And for all this - you pay the sum of 350SAR (£55) a night. Plus having to get a taxi to get anything to eat that's isn't crisps, you are talking 400-500SAR a night without question.
Ideal for short stays of maybe 1 night...if desperate. But avoid long stays, for your own sanity.

Very bad I must say one of the bad hotels in Jeddah
I don't think this has anything to do with the brand of tulip
Strange smell in the rooms
Not Clean old bad looking furniture
Very hard to find map is not correct at all
The only good thing are the staff very friendly

There are generally good hotels and bad hotels, then there are those that you should avoid altogether, Tulip inn falls into the latter!
Some very odd things were experienced, first of all, being given a room in the basement i only had very small windows that were blacked out with paint near the ceiling, naturally no sunlight came into the room.
The hotel is called tulip, however the slippers provided are branded holiday inn, the soap branded mena hotel and the shower gel and shampoo tiba rose hotel!
On checking in there was no bellboy to help with the luggage which you need to carry up the stairs to get to the reception, i also failed to see a ramp that i can pull my luggage up on.
The only positive about this hotel is the staff, who genuinely try to do their best (given what they have) to serve you, and hence the 2 star rating.
This was a last resort hotel for me and it should be for you too!
